Connswater Homes Construction Project for 3A & 3B Graham Street Lisburn

Tender description

The Contract is for the provision of 15 social housing units comprising 14no. 3P2B apartments and 1no. 2P1B apartment. The works include demolition of an existing warehouse and office accommodation building plus requirement for site development and engineering works. The contract duration will be approximately 15 months from date of award and is scheduled to commence at end of March 2017. All units constructed under this contract must achieve Secured by Design and Lifetime Homes accreditation. An asbestos survey has indicated asbestos present in existing buildings and a GQRA has identified elevated carbon dioxide levels in the ground and reduced quality shallow soils due to the presence of hydrocarbons and asbestos. The 0.17 hectare site takes the form of an “L” shape and is located on Graham Street in Lisburn city centre. The site comprises a former furniture storage warehouse, associated yard plus office block which is vacant and blocked up. The warehouse is located at the south-eastern corner of the site behind an existing terrace of dwellings. The two storey office building fronts onto Graham Street to the west. The curtilage of the site is defined by two metre high masonry walls and palisade fencing on all sides. The land within the site is reasonably flat but rises gently from the edge of Graham Street towards the eastern boundary. There is only one point of access into the site which is from Graham Street. The site is situated in close proximity to the junction of Graham Street and Sloan Street which is a busy road in and out of Lisburn city centre. The site is located within a mix of residential and commercial buildings, with housing and a social club adjacent to the site. Land uses beyond the immediate boundaries include petrol filling station, retail units, hot food bars and Lisburn Congregational Church. The mixed use is characteristic of the urban location, the site being in close proximity to the city centre.
