Tender description

This is a notice for social and specific services in accordance with Directive 2014/24/EU of the European Parliament and of the Council Article 74. London Borough of Waltham Forest is seeking to appoint a suitably qualified and experienced entity to deliver the provision of a service that will build capacity in the local Voluntary, Community and Social Enterprise (VCSE) sector over the next 5 years. The priority of the new service is to enhance the resilience and sustainability of the local VCSE organisations, moving away from direct support towards an ‘enabling’ approach that builds on existing assets. It will focus on increasing the funding coming into borough organisations, increasing volunteering, enhancing contract readiness and consortium readiness, and creating better connections and relationships within and across sectors. The tender procedure being undertaken is light touch regime — open tender, with dialogue mid tender. The process is initial proposal, mid-tender dialogue, final tender submission. Evaluation criteria is stated in the Invitation to tender document will remain consistent throughout the process. Under the contract the successful provider will be required to actively participate in the achievement of social and/or environmental policy objectives relating to recruitment and training and supply chain initiatives. Accordingly the contract performance conditions may in particular include social and environmental considerations.
