Requirement for Fleming Fund — Independent Evaluation Supplier. Please refer to ‘Contracts Finder’ for more details on the link provided below — https://www.contractsfinder.service.gov.uk/Notice/fda8df74-14ca-4aac-8bda-b4c6c9e6be24 and the more recent Contracts Finder opportunity notice titled ‘The Fleming Fund — Independent Evaluation Supplier’ which includes Procurement documentation, as does the ‘BMS’ e-tendering system. We wish to tender for a Contract which is expected to start from October 2016 for a Contract period of five years plus optional extension period(s) of up-to a further 5 years. This Procurement will be conducted via the DH ‘BMS’ e-tendering system. See the additional Information section (VI.3)) for instructions on how to participate. The Department of Health (DH) helps people to live better for longer. We lead, shape and fund health and care in England, making sure people have the support, care and treatment they need, with the compassion, respect and dignity they deserve. DH is a ministerial department, supported by 28 agencies and public bodies. The Department of Health (DH) has launched the Fleming Fund, a 265 000 000 GBP One Health programme to support low and middle income countries (LMIC) in tackling antimicrobial resistance (AMR). The Fleming Fund will improve laboratory capacity and diagnoses as well as data and surveillance of AMR in low and middle income countries (LMICs). Both the Prime Minister and Chief Medical Officer have announced that tackling AMR is a key priority. DH intends to release a tender for an evaluation supplier to deliver an independent long-term performance evaluation of whether the Fleming Fund has achieved its outcomes and impacts, providing formative recommendations to improve implementation, and a summary of its effects based upon initial evidence. The contract will likely be for five years with break clause timings as described in the Procurement Documentation. DH reserves the right to extend the contract for further period(s) up to a maximum of 5 years conditional upon additional funding being identified; and relevant approvals being in place. It is expected that the evaluation supplier will have the capacity to work over a 5-year period, plus any additional agreed extension period(s), conducting evaluations in different countries across the world simultaneously, if necessary. Please refer to the Invitation to Tender documents for full details of the requirement. This Procurement will be conducted via BMS. The Department of Health reserves the right to discontinue the tendering process and not to award the contract.
