Gateway Review of the London Cancer Hub Business Case

The London Cancer Hub is a major, long-term programme to transform the Sutton based site into a world-leading life-science campus specialising in cancer research, treatment, education and enterprise. The London Cancer Hub has developed and evolved since 2013 with the partnership comprising of The Institute of Cancer Research, The London Borough of Sutton, The Royal Marsden NHS Foundation and the Greater London Authority. The London Borough of Sutton is seeking a suitably qualified organisation to undertake a review of the Strategic Outline business case for the London Cancer Hub ahead of submission to the NHS Regulator in 2016. Work delivered as part of this tender will build on the LCH business case work to date and strengthen the proposition. The work will be expected to identify and address any gaps and weaknesses in the business case as it stands, and provide options for bridging those gaps. The work will review the costs and benefits of the project at a reasonable level as well as the proposed and potential funding routes. We would expect this review to analyse and assess the resource implications against the longer term strategic economic benefits for the Council, the borough and investors. We would expect this commission to review any associated risks, and make recommendations on how best to minimise, mitigate and manage the risks.
