Tender description

At the expiry of the agreement with RedBee in December 2015, the BBC will insource the majority of the services previously provided under this contract. An expanded BBC Creative department will take on day to day responsibility defining and delivering the majority of the BBC's creative marketing output. The BBC will own and operate the desktop edit hardware and software, and will base this on Avid and Adobe technology. Based on current internal capability and the chosen target operating model for BBC Creative, it is advantageous for the BBC to continue to outsource some technology provision, notably the craft edit, finishing, audio and voice facilities and the underpinning infrastructure and production edit talent that supports their successful operation The contract services will be broken in to two lots. Bidders may apply for either lot or both lots. Lot 1 will substantively include: 1. Delivery, installation, commissioning and day to day operation (wet hire) of craft edit technologies, including production storage, based on the Avid product range across 6 edit suites and 2 graphics suites. 2. Delivery, installation, commissioning and day to day operation (‘wet hire’) of voice edit technology based on the Avid product range across 2 suites, with en-suite voice booths. 3. Service management including monitoring and reporting to the BBC. 4. A Media Asset Management capability to serve a wide range of requirements. 5. The ability to desktop edit via proxy/browser across other parts of the BBC estate 6. The provision of DR capability at a level to be discussed. Note that this DR provision may be in other BBC premises. Lot 2 will substantively include: 1. A service to ingest and transcode material to DPP standard, when that material is not delivered in a format that Creative Services can natively ingest.
