Development and Delivery of Training in HSE’s Safeguarding Vulnerable Persons at Risk of Abuse - National Policy and Procedures

The HSE invites tenders from suitably qualified service providers to develop and deliver 3 different staff training programmes on the HSE’s Safeguarding Vulnerable Persons at Risk of Abuse - National Policy and Procedures, as follows A: Training of members of Safeguarding and Protection Teams; B: Training of Designated Officers; and C: Train the Trainers in (i) Designated officer training, and (ii) Safeguarding awareness training. Suitably qualified and experienced service providers are hereby invited to submit their proposals for all the above training programmes. It is HSE’s preference to award the contract for all the above training to a single service provider, but will ultimately award the contract for some or all the above training programmes that offers the optimum solution to the HSE. To ensure consistency and quality of the training to be delivered, it is HSE’s preference that the same core team of trainers will deliver all training under A, B & C above. Tenderers are required to note that face-to-face training is required; online training is not deemed acceptable and should not be offered within the tender proposal. HSE requires the contracted service provider to commence training 65 members of Safeguarding and Protection Teams, A, at the earliest opportunity following award of contract as a matter of urgency. It is anticipated that Training under Designated Officers, B, will commence early September 2015, and that the Train the Trainers programmes, C, will commence in November 2015. It is expected that all training will be delivered by mid December 2015.
