Tender description

Northumbrian Water Limited (NWL) are looking to award a framework to provide access to steel fabrication contractors for an initial period of 4 years (with the option to extend for a further period of 4 years). A recent change in legislation now requires all structural steel supplied to comply with BS EN 1090 CE certification. In order to comply with the change in legislation, NWL are looking to establish a framework of up to 4 steel fabrication contractors who can deliver investments from small maintenance/health and safety issues to larger capital schemes. It is also the intention that NWL will mandate that the contractors appointed to the framework will be utilised by NWL's Tier 1 Capital Partners in order to ensure NWL are receiving a consistent approach to steel fabrication services on NWL projects. It is estimated that NWL direct spend with steel fabrication contractors would be approximately 500 000 GBP per annum with an average order value of 1 700 GBP. Spend from Tier 1 Capital Partners is approximately 1 000 000 GBP per annum with an average job value between 4 000 GBP and 20 000 GBP. The Tier 1 Capital Partners will procure the works directly from the structural steel providers. The majority of works under this framework be planned works however there will be reactive work where an emergency response is required. In the event of an emergency response the steel fabrication contractors must be able to attend sites within the Northumbrian Water Operating area within 2 hours. To be considered for this framework contractors must be the primary fabricator and installer (i.e. not a subcontractor) and hold (or be working towards with it in place by 1.10.2016) Class 2 BS EN 1090 CE certification. If the supplier is working towards Class 2 certification evidence will be required to confirm this along with a time-line for certification. Only Class 2 certified suppliers will be appointed to the framework.
