Tender description

This PIN is issued as a call for information by NHS Commercial Solutions on behalf of Surrey and East Sussex Healthcare NHS Trust (SASH) and Brighton and Sussex University Hospitals NHS Trust (BSUH). Brighton and Sussex University Hospitals NHS Trust (BSUH) and Surrey and Sussex Healthcare NHS Trust (SASH) have established a Joint Venture for pathology services called Frontier Pathology NHS Partnership. The Joint Venture will provide a platform to develop and deliver a Sussex wide pathology service which is: — At the cutting edge of diagnosis; — Providing added medical value to service users; — Providing added value to patients. Frontier Pathology is reconfiguring the pathology services in a way that is affordable and able to meet the service and investment requirements of the future. This PIN, Briefing Document and Market Engagement is for a Managed Service (excluding staff) for including but not limited to, Pathology laboratory equipment, associated consumables, and for infrastructure enabling works. The purpose of this Prior Information Notice (PIN), Briefing Document and Market Engagement Event is to: — Share our thoughts, ideas and approach with potential suppliers; — Identify some of the key drivers behind the project from a number of perspectives; — Provide potential bidders of Managed Service and third party suppliers with sufficient information on Frontier Pathology NHS Partnership Pathology Services; — Offer potential suppliers the opportunity to submit an Expression of Interest by following the information below under Market Engagement and completing the information required to attend the Market Engagement Events. An Expression of Interest does not commit the potential Bidder to attend the Market Engagement Event or to participate in any forthcoming procurement; — Carry out ‘soft market testing’ with Managed Service suppliers and third party suppliers in the market to enable the Trusts to obtain information and feedback in relation to pathology service offerings, technologies currently available and in development and other related information. Market Engagement: In support of the principles of open communication and a proactive pursuit of innovation and high-quality performance, Frontier Pathology NHS Partnership is organising a Market Engagement Event for this service. This will give all interested parties the opportunity to hear of Frontier Pathology NHS Partnership proposals for the intended service and for Frontier Pathology NHS Partnership to gather comments. Feedback from a range of potential Suppliers will be through a questionnaire which will be sent to suppliers after the engagement events. The Event will provide opportunities to: — Understand the proposed service, — Understand of Frontier Pathology NHS Partnership future objectives, — Better understand the forthcoming procurement process, — Meet and network with peers and/or potential subcontractors and consortium partners. The Events will take place on: Tuesday, 24.5.2016, 10:00 to 12:00 and 14:00 to 16:00 at Audrey Emerton Building (AEB), Royal Sussex County Hospital, Eastern Road, Brighton BN2 5BE; and Friday, 10.6.2016, 10:00 to 12:00 and 14:00 to 16:00 at the Post Grad Centre, Crawley Hospital, West Green Drive, Crawley, RH11 7DH. Please note AEB holds up to 200 and Post Grad holds up to 50 so places will be allocated on a 1st-come-1st served basis. Suppliers wishing to attend a Bidder Information Event need to: 1. Register your company on the eSourcing portal (this is only required once) — Browse to the eSourcing Portal: https://commercialsolutions.bravosolution.co.uk and click the link to register. Bravo Project reference = Project_1887 and PQQ reference = PQQ_873. Titled: ‘PIN Expression of Interest for Market Engagement for Frontier Pathology Managed Service’. Accept the terms and conditions and click ‘continue’ — Enter your correct business and user details — Note the username you chose and click ‘Save’ when complete — You will shortly receive an email with your unique password (please keep this secure). 2. Express an Interest in the Market Engagement Events — Login to the portal with the username/password — Click the ‘PQQs / ITTs Open To All Suppliers’ link. (These are Pre-Qualification Questionnaires or Invitations to Tender open to any registered supplier) — Click on the relevant PQQ/ ITT to access the content — Click the ‘Express Interest’ button at the top of the page — This will move the PQQ /ITT into your ‘My PQQs/ My ITTs’ page. (This is a secure area reserved for your projects only) — You can now access any attachments by clicking ‘Buyer Attachments’ in the ‘PQQ/ ITT Details’ box. 3. Responding to the Tender — Click ‘My Response’ under ‘PQQ/ ITT Details’, you can choose to ‘Create Response’ or to ‘Decline to Respond’ (please give a reason if declining) — You can now use the ‘Messages’ function to communicate with the buyer and seek any clarification — Note the deadline for completion, then follow the on-screen instructions to complete the PQQ/ ITT — There may be a mixture of online and offline actions for you to perform (there is detailed online help available). You must then submit your reply using the ‘Submit Response’ button at the top of the page. If you require any further assistance please consult the online help, or contact the eTendering help desk. Suppliers wishing to attend an event need to complete the spread sheet named ‘Supplier Details for Engagement Events’ in the attachments section of Bravo and submit through the messaging portal. The information required contains, but is not limited to: — Main contact for the engagement activity, with title and email address; — Name of attendee(s); — Job title of attendee(s); — Organisation details, including address, contact details and company area of business profile; — Confirmation of date and time-slot required, please also state other dates/times which are also suitable. In order to attend an event please respond by 16:00 on Thursday, 20.5.2016, at the latest for the event on 24th May, and by 16:00 on Monday, 6.6.2016, at the latest for the event on 10th June. Please note that attendance will be limited to 1 event per organisation and to 3 attendees per organisation. A Briefing document and Agenda will be issued to suppliers prior to the events. An expression of interest to attend this Market Engagement Event is no indication of a commitment to participate in the future tender process nor does it infer any special status on those Suppliers who do attend. An expression of interest in this engagement event will not automatically entitle involvement in any future procurement exercise. Any procurement conducted as a result of this event will be advertised separately and all organisations wanting to participate will need to respond to the procurement advertisement as and when it is published. Suppliers who do not attend this Market Engagement Event will still be able to apply for the Procurement in the future. Please note that this Market Engagement Event does not represent a formal stage in the procurement process and attendance will play no part in any subsequent evaluation process.
