The development of approximately 219 residential units and commercial space on land owned by the economic operator. The development is to be constructed by the economic operator on land provided by the economic operator and (upon completion of the development) leased to the authority. The economic operator is not prepared to sell or lease the site to any other economic operator. There is no other economic operator with whom it would be possible to enter into a contract for the works.
