Cheshire East Council is committed to addressing the needs of the heath and well-being of all of its residents and is committed to investing and improving the quality and availability of first class leisure and recreational facilities. The Council requires a solution from a development partner to provide through modernisation and / or replacement of existing leisure facilities at Peter Mason Leisure Centre, of which the elements would form part of a Council regeneration plan for Congleton which will bring modern public realm, connectivity improvements and development opportunities in a manner that meets the needs of Congleton whilst reducing the Councils maintenance liability. Following rigorous consultation for feasible Lifestyle Models, traditional design and build options and also consultation with the residents of Congleton, left the Council with a clear path to procure a development partner who will deliver the solution. Information gathered as a result of the consultations and soft market testing provided the Council with elements that the Leisure Centre would require improvement and / or addition to. The elements to which we are uncertain are where the Council feel there is expert advise within Leisure Market Place that the project would benefit from, hence the reason for this Prior Information Notice (PIN) to gather up the Leisure and Development Market interest and hold a supplier engagement day as a result of showing of supplier interest, that will feed into the decision of the optimal procurement route.
