Tender description

Sheffield City Council is in the process of insourcing its Housing Repairs and Maintenance service, with the new service to be delivered by the Council from 1.4.2017. Council Housing represents almost a fifth of all Sheffield's housing, with over 80 000 tenants, their families and leaseholders living in around 41 000 homes. Effective management and delivery of the repairs and maintenance service to these properties is a priority for these households in the city. The Council will be operating the new service utilising its own workforce and with its own materials Stores based within the Sheffield boundary. Essential to the delivery of an effective service from day 1 is ensuring that a robust materials supply chain is in place to support efficient operation of the Stores, in addition to delivery direct to mobile technicians and to various properties across the city. The Housing Repairs and Maintenance service covers a wide range of repairs and maintenance functions, including: — Responsive repairs — Repairs to vacant properties — Maintenance of the District Heating system — Gas servicing and repairs — Lift and stair-lift servicing — Electrical work — Communal painting — Domestic heating renewals — Communal footpaths, car-parks and un-adopted highways The Council intends to establish its own Framework agreement for the supply of Materials. The range of materials required, and indications of the proposed Lots, are shown below: Proposed Materials Lots: Plumbing and Heating / Pumps Timber / Joinery Electrical Building / Construction Paint / Coatings / Auxiliary Materials Ironmongery Tiles and Bathroom Glazing / uPVC Fascias The Council is issuing this Prior Information Notice in order to: 1) Make the market aware of the upcoming opportunity, and 2) Gauge the level of potential interest in the opportunity and obtain feedback in relation to the optimum way to structure the procurement in order to maximise interest and value for money.
