The Manchester College an operating division of The LTE Group has chosen the Accelerated Open Procedure for the reason of: “The LTE Group is faced with circumstances of urgency which render impracticable the time limit laid down in relation to an open procedure by Regulation 27(5) of the Public Contracts Regulations 2015, and which would ordinarily apply to such a procedure. In brief, the circumstances are that (The LTE Group is required to have met key targets in relation to its delivery of 16-18 year old and 19+ apprenticeships. It is necessary to ensure that key targets are met to meet employer demand between March 2016 until June 2016 and enable it to meet deadlines not previously known at the point of when this procurement was required. A key focus is to respond to recent local and regional requirements to increase the uptake of apprenticeships and locally to improve higher level skills in Greater Manchester and surrounding areas. The LTE Group is required to have in place the infrastructure to which this procurement relates by no later than March 2016 in order to be in a position to meet essential operational deadlines to which Apprenticeships Division of The Manchester College an operating division of The LTE Group is likely to be subject at any time thereafter, and which it would not be in a position to meet unless this procurement has been concluded beforehand. The LTE Group has only recently been made aware that it would be unable to meet the deadlines referred to above unless it has done so, and is not therefore in a position to observe the time limits ordinarily applicable to the open procedure.
