Tender description

The objective of this Contract is to provide effective debt recovery and diligence services in pursuit of Council Tax (including water and sewerage charges), Non Domestic Rates, Housing Benefit Overpayments and Sundry Debt Invoices. Scottish Borders Council is a unitary authority. The Borders covers some 1 831 square miles and has a population estimated at 113 710 with the main towns being Galashiels, Hawick, Peebles and Eyemouth. The systems used by Scottish Borders Council for Council Tax, Non Domestic Rates and Housing Benefit Overpayments is Northgate and FIS for Sundry Debtors. We also have Civica as our DMS system and Civica Icon as our payments system. It is estimated that approximately 4 500 Council Tax and Non Domestic Rates accounts with arrears totalling between 3 000 000 GBP to 5 000 000 GBP could be passed to the supplier for collection during a financial year. Also an estimated 170 sundry debt cases with an approximate value of 50 000 GBP.
