Tender description

Aberdeen City Council has identified approximately 118.95 acres of its land on which it is seeking to facilitate the development of mixed tenure housing. Small landholdings within the regeneration areas of Tillydrone and Middlefield provide tertiary land opportunities with the remaining land opportunities being primary or secondary in nature on sites including the Former Bucksburn Farm and East Woodcroft. All sites are within the Aberdeen Local Development Plan (ALDP)(2012), at various stages of the planning process. Further information is contained within the Memorandum of Information, which is an appendix to the Pre-Qualification Questionnaire. The Council is seeking to procure a Private Sector Partner to establish a Partnership Vehicle to construct and develop approximately 1 000 new affordable homes and also approximately 1 000 private development homes on land owned by the Council, with the potential for a further 1 000 homes being built on additional land. The long-term future of the project is to continue to develop sites for affordable housing and private development and it is expected that additional sites may be added to supplement the sites identified in the MOI. It is envisaged that the Private Sector Partner will include a Registered Social Landlord within its structure or as a part of any proposed consortium. The precise legal and financial make up for the delivery of the Council's objectives will be subject to the competitive dialogue process and there will be the opportunity to consider alternative structures. The structure will be defined within the Invitation to Tender. It is envisaged that the Partnership Vehicle will have a governance structure with representation from Aberdeen City Council and the Private Sector Partner to ensure an equitable return on investment for both parties. The housing will be a mix of homes for social rent, mid-market rent, low cost home ownership and shared equity and private housing for sale. The Private Sector Partner will assist in the funding of the construction and provide development expertise and help to create a financial model for the delivery of the programme. The Private Sector Partner, through the Partnership Vehicle will be expected to provide designs for all the affordable housing tenures in accordance with a design brief. The Private Sector Partner, through the Partnership Vehicle, will also be expected to deliver private development housing to meet market demand. The Partnership Vehicle will retain ownership of the affordable homes for rent and will be responsible for managing and maintaining these homes. The Partnership Vehicle will distribute profit based on share-holding.
