Leicester City Council invites Quotations for the provision of a Business Improvement District (BID) specialist to help secure a successful vote in the BID ballot. The advice and resources required are specific BID policy expertise. This is to include: • BID area and rateable value modelling including any thresholds and caps • drafting a baseline agreement with the Local Authority • providing BID training to the Steering Group • providing advice on writing the business plan • reviewing draft documentation before sign off • analysis of feedback from business surveys (approximately 150 completed surveys) • writing strategies for communication and engagement with stakeholders • attendance at BID Steering Group meetings • attendance and presentation at 2-3 meetings with the City Mayor and Local Authority • attendance at stakeholder engagement meetings • technical knowledge on all aspects of the BID process including critical dates and timelines, and • proven relationships with national high street store head offices Quotation must be uploaded no later than 12(noon) on Wednesday 27 April 2016.
