Tender description

The University of Southampton are looking for one innovative contractor to provide all designated sites access to modern cashless launderette facilities 365 days a year (with the ability to go on free vend made available on occasions for Residences Management at cost). The University anticipates that this contract will provide a significant enhancement to current arrangements in terms of both facilities and equipment. The current laundrette facilities are at 16 different locations across Southampton and 1 in Winchester, Hampshire, servicing 7049 bed spaces, circa 72 washing machines and 78 tumble dryers. The service will require a complete refurbishment of all of the existing laundrette facilities, to include complete decoration, new shop fitting and boxing in, new vinyl flooring, shelving, noticeboards (as space allows), comfortable seating conforming to the relevant British Standards (as space allows) and new machines (washers and dryers). The contract will begin on the 30.7.2016 and the installation programme proposal will be required to meet the window slot between 31.7.2016 to 9.9.2016, prioritising Chamberlain Hall first, with all sites being fully operational by 10.9.2016. The University currently contract on a commission basis, depending on the quantity and the usage of the machines. As this requirement is a concession contract, it is being conducted voluntarily in accordance with the Open Procedure of The Public Contracts Regulations 2015. In evaluating the tender, the University will seek the most economically advantageous offers in terms of the evaluation criteria listed below: Qualitative Response — 60 % (broken down into the sub criteria below): — Understanding the Requirements, Service Level and Support — 30 %; — Delivery and Installation — 15 %; — Health and Safety — 15 %. Commercial Response — 40 % (broken down into the sub criteria below): — Commission on existing costs — 20 %; — Commission on proposed costs — 20 %. This contract is Not suitable for splitting into Lots. The risk of dividing into lots would render execution of the contract excessively technically difficult and not cost effective, and undermine proper execution. For the purposes of this requirement The University has deemed that the following minimum levels of insurance will be required: Public Liability — 10 000 000 GBP. Employers' Liability — 5 000 000 GBP. Professional Indemnity — 10 000 000 GBP. The University requires all bidders to successfully complete a Control of Contractors Health and Safety Form (CC3) before any contractor is permitted to undertake works on our premises. Therefore, completion and being assessed as meeting the standard of the University's Health and Safety Assessment, is a mandatory requirement of this tender.
