Tender description

The Scottish Government's Office of the Chief Economic Adviser (OCEA) works closely with the Scottish Government's Directorate for Energy and Climate Change to shape the Scottish Government's policy with regards to the oil and gas sector. OCEA is also responsible for providing a wide range of analytical support for Scottish Ministers and officials across government on all aspects of the Scottish economy, energy economies and the public finances. OCEA also publishes a range of Scottish economic statistics including GDP, exports, national accounts and stats on the North Sea. OCEA also conducts analysis of the electricity and wider energy markets in Scotland, having developed a range of models to assist Ministers in their decision-making process. The Scottish Government is seeking to develop its suite of in-house models by obtaining better data and analysis relating to the energy industries operating in the Scotland. The aim is to develop a better understanding of the upstream oil and gas industry in the UKCS; The UK downstream oil and gas industry; and existing trends and drivers of UK, European and Global energy markets developments. As such, this procurement will discuss data and analysis requirements for upstream, downstream and energy markets in turn. The contract covers: the provision of data and, where relevant, installation and configuration of a model; all necessary training required by users; access to analysis on the oil and gas industry and wider energy markets. Both acquisition and on-going support costs will form part of the commercial assessment criteria.
