Tender description

Portsmouth City Council ‘The Employer’ is seeking to establish a multi-supplier framework agreement for the Design, Supply and Installation of Photovoltaic (PV) Panels and associated works to residential, educational, community and commercial properties. The framework will be established at the invitation of tenders for the design, supply and installation of 2 x 25kWp grid connected PV systems to St John's Court. The Employer is aiming to have awarded the framework by 24.6.2016 with a commencement date of 1.8.2016. Once operational the framework will be open for a maximum duration of 4 years during which time the framework agreement will also be available for members of the Portsmouth Regional Procurement Partnership (PRPP) plus East Hampshire District Council (EHDC) to let relevant mini-competition (call-off) contracts from where appropriate. The Employer wishes to enter into a multiple contractor framework agreement which will be used to appoint Specialist Contractors for the Design, Supply and Installation of Photovoltaic (PV) Panels and associated works to residential, educational, community and commercial properties, with projects ranging from approximately 4 000 GBP to 250 000 GBP in contract value via a competitive process. Although individual contract values are unlikely to exceed 250 000 GBP, there will be no cap on the maximum value of any project that can be tendered through the framework. The Employer will establish the framework concurrently with the letting of a contract for the design, supply and installation of 2 x 25kWp grid connected PV systems to St John's Court, Portsmouth. The estimated value of the works allocated to this project is 50 000 GBP. The form of contract will be JCT Minor Works Building Contract 2011 (as amended 6.4.2015). To ensure effective competition is maintained over the course of the agreement and a flexible proportionate approach is taken to the awarding of higher value / higher complexity works a 2 tier framework agreement will be established. The primary 1st tier will be made up of 6 suppliers and the secondary made up of a further 4-6 suppliers. The framework agreement will also be available for members of the Portsmouth Regional Procurement Partnership (PRPP) plus East Hampshire District Council (EHDC) to let call-off contracts from where appropriate. The PRPP is made up of the following members: Portsmouth City Council, Havant Borough Council, Fareham Borough Council, Gosport Borough Council, University of Portsmouth, NHS South of England Procurement Services (SoEPS) (and its successors in title).
