Tender description

SNBTS is building a new National Centre for the manufacturing, testing and distribution of blood, tissue and cell products. The National Centre is located in the Heriot-Watt Research Park, Riccarton, Edinburgh. The construction is being undertaken by Interserve Construction Ltd who are estimated to hand over the building to SNBTS on 10.11.2016. SNBTS operates throughout Scotland with manufacturing operations currently spread across three sites in Edinburgh and Glasgow. The National Centre will provide SNBTS with a single centre for its main functions. The transfer of operations is scheduled to take place in a phased manner over the period November 2016 to May 2017. This is a complex move covering all operational elements from standard office-based activities to blood manufacturing and testing through to highly specialised stem cell therapy services. SNBTS is seeking to outsource the planning, management and delivery of the relocation of its services from existing sites at Lauriston Place, Edinburgh; Ellen's Glen Road, Edinburgh, Aberdeen and Gartnavel, Glasgow to the National Centre. The current expectation is that office based functions, the warehouse and some laboratory functions will transfer before the end of December 2016. Blood processing and testing and Tissue Services will move in a staged manner from January 2017 through to the end of April 2017. The services provided by SNBTS are highly regulated by external licensing agencies which act on behalf of the government. Each stage of the transfer must be approved by these agencies and as such a flexible and adaptable approach to dates and scope is essential.
