Tender description
This is a prior information notice (PIN) only DFID is seeking to notify the market of a possible upcoming tender opportunity (to be launched in autumn of 2016, subject to interest) and to request supplier responses to a set of questions (below) to be emailed to A-McGowan@dfid.gov.uk by close of business on Thursday, 28.4.2016. Programme information Funding will be provided to support a third phase of the International Growth Centre (IGC) from January 2019 to December 2025 (7 years). The envisaged budget for Phase 3 will be in the region of 70 000 000 GBP - 80 000 000 GBP, pending internal approvals. (Please note that the actual budget available should DFID decide to tender Phase 3 may differ). When approved in 2008, the IGC was originally envisaged as a 10 year programme. The second phase, which began in April 2013, was seen to have the potential to deliver policy changes that would help raise economic growth in 15 countries with a population of around 1 000 000 000 (of which over 40 % were currently estimated to be living in poverty). More information can be found here: https://devtracker.dfid.gov.uk/search?query=igc The main activities for phase 3 of the project are: (a) To provide high-quality independent, practical and demand responsive policy support and research to developing countries (including Government, Private Sector and NGOs), drawing on a network of researchers and experienced practitioners. (b) To deliver and disseminate world class research on selected cross-cutting aspects of growth. (c) To build local research capacity in developing countries. (d) To stimulate growth policy debate among a broad range of policy, donor community, private sector, civil society and media stakeholders, in order to influence growth policy design, implementation and outcomes in developing countries. There is strong evidence that progress on growth and economic development will deliver poverty reduction and wider prosperity. We expect this work to lead to more transformational growth in the countries that we work, leading to more jobs and raised incomes for greater prosperity. It would drive progress on trade, the promotion of FDI and domestic investment. Questions The Department for International Development (DFID) is considering routes to market with this requirement, and would value supplier views in response to the following questions.
