HS2 is tendering for the provision of a HR Learning Delivery Partner Service. The role of the supplier for this contract is to work as an integrated part of our Learning and Development Team within HR to mobilise and deliver key people and organisational capabilities that we need in place in 2016. The tenderer will also support the planned work that we need to do to ‘Build the HS2 Organisation’ over the next 2-3 years. The key areas where support is required are: Our Leadership: 1.1. Design and delivery of a Leadership Development Programme for our Senior Leaders and Executive Team; 1.2. Design and delivery of a number of interventions that drive Change Leadership; 1.3. Design and delivery of a Line Manager Capability Programme to ensure that we have capability in the essential skills required; 1.4. Design and delivery of a Future Leaders Programme as part of our approach to developing talent; 1.5. Delivering relevant assessment tools that are in support of the delivery of the above stated programmes; 1.6. Providing access to a range of leadership coaches to support the behavioural change required through the leadership development programme and the cultural change; 1.7. Design and delivering of a high performing team programme to build team effectiveness in-line with our vision, mission, values and culture. Our Culture: 2.1. Deliver interventions that communicate and are in support of our culture see appendix K. Our Skills and Competencies: 3.1. Supporting the Implementation and operationalisation of the core competency framework; 3.2. Supporting the development of an approach to reduce our skills capability gaps as defined within the skills strategy; 3.3. Supporting the development of specific technical competency frameworks with Heads of Professions within HS2, i.e. Engineering, Environment, Commercial, Construction. Training and Development: 4.1. Providing support to the L&D team in all aspects of the L&D strategy and initial plan for the next 12 months; 4.2. Provide design and delivery support for key L&D initiatives, including the development of eLearning where necessary; 4.3. Provide additional resource to the L&D team to enable us to deliver the above deliverables and build closer alignment with the Directorates training requirements; 4.4. Support Learning needs analysis across the business to enable us to build out a robust plan and resource it effectively; 4.5. Reviewing the performance management process and offering advice and guidance on improvements to the process, aligning it with the use of the core competency framework and delivering skills building workshops; 4.6. Creating a learning curriculum and delivering a number of bite size learning sessions throughout the year; 4.7. Supporting ad hoc requests for support i.e. facilitation.
