Tender description

Portsmouth City Council — ‘the Authority’ — is inviting tenders from suitably experienced and qualified providers for the provision, service, maintenance, installation and storage of Christmas Illuminations and associated items. The Authority has an available budget of 45 000 GBP per annum and will enter into an open book partnership arrangement with the successful provider to ensure that budget is spent as effectively as possible. The Authority is targeting to award the contract by 7.6.2016 with a subsequent commencement date of 1.8.2016. The successful provider will be required to work with the incumbent provider to ensure an effective handover occurs between the contract award and commencement date. The contract will be for an initial term of three years extendable up to a maximum of five years in increments to be agreed. Portsmouth has a number of vibrant, exciting and busy shopping areas. During the festive season the Christmas Illuminations and associated items enhance the retail offer delivered by the shops and service providers in each centre and bring a strong seasonal feel. The successful provider will be required to put up Christmas Illuminations and associated items at various locations across the city, maintain them whilst in situ, take down and then store them. Whilst in storage the provider will be required to check and repair/replace the lights and associated items as necessary prior to installation. The Authority will provide and pay for the necessary power supply for the illuminations. The successful provider will be required to work in partnership with the Authority on an open book basis to review the illuminations offer on a yearly basis to ensure that funds are used to effectively in maintaining, improving, replacing and adding to the inventory. The existing inventory and additions agreed over the contract period will remain the property of the Authority although the Authority is open to considering lease arrangements. The current contract expires on 31.7.2016 at which point the illuminations must have been collected in full from the incumbent provider. The Authority is targeting to award the contract by 7.6.2016 with a subsequent commencement date of 1.8.2016. The available budget is 45 000 GBP per annum.
