Tender description

The new Clinical and Digital Information Systems (CDIS) framework seeks to support health care providers as they follow the National Information Board strategy of Digital Health by 2020 (Personalised Health & Care 2020 Paper, published November 2014). To achieve this the CDIS framework is multi-faceted and covers a very wide and comprehensive solution set. The new CDIS framework will have four Lots; with Lot four being of particular interest, but not exclusive, to SME Bidders. Requirements shall be separated into four Lots. Expressions of interest are invited for individual Lots, all Lots or a combination of Lots. The Lot structure allocated at this stage is detailed below: Lot 1: Electronic Patient Record Systems — Acute, Community, Child Health, Mental Health, NHS provider Units, CCGs, Social Care, Local Government, 3rd Sector and Private Sector. Lot 2: Hosting — Data Centres Lot 3: Enabling Systems supporting EPR & Digital 2020 Clinical & Patient Portals, Informatics & Reporting, Integration Engine Services, Interoperability and Interfacing Services, Data Warehousing, Business Information System Services Lot 3.1(A) Multi-Function Devices, Printers, Maintenance and associated consumables, Print Audit, Communication Products and Services, Lot 3.1(B) Fully Managed Document Service (MFDS/COMMS/MPS)Lot 3.2 Hybrid Mail and related communication Services (HMS)Lot 3.3 External Print and related services (EPS)Lot 3.4 Document Management Services (DMS) & Electronic Document Records Management Systems (EDRMS) — DMS1 — Storage, DMS2 — Scanning, DMS3 — EDRMS and DMS4 — Managed Service) Lot 4: Specialised Digital Solutions & Professional Services — Mobile Working, BYOD, Tele-Health, Apps, Medication Management, Patient Support Solutions, Patient Workflow & Tracking, Innovation, Professional Services (linked to Lots one — four) The Framework Agreement can be accessed via agreement by LPP and shall include the following organisations in the United Kingdom and their respective statutory successors and organisations created as a result of structural re-organisations or organisational changes. — Central government departments and their executive agencies (a list of such departments and executive agencies can be found at http://www.cabinetoffice.gov.uk/government-business/government-ministers-responsibilities.aspx), — Non-departmental public bodies (NDPBs) (a list of NDPBs can be found at Annex A to the Public Bodies Directory 2007 published by the cabinet office) which can be found at http://www.civilservice.gov.uk/documents/pdf/public_bodies_2007.pdf), — National Health Service (NHS) bodies, including Clinical Commissioning Groups, NHS trusts, NHS foundation trusts, a Special Health Authority and a Local Health Board in England and Wales and other constituent bodies in Wales, Scotland and Northern Ireland including but not limited to: the Scottish ambulance service, Lists of all of such NHS bodies can be found at http://www.nhs.uk/Servicedirectories/pages/nhstrustlisting.aspx http://www.wales.nhs.uk/nhswalesaboutus/structure, http://www.show.scot.nhs.uk/organisations/index.aspx http://www.hscni.net/index.php?link=hospitals — All Local Authorities, a list of such authorities being available at: http://www.direct.gov.uk/en/Dl1/Directories/Localcouncils/AToZOfLocalCouncils/DG_A-Z_LG — Police forces and other emergency services, including fire and rescue services, the maritime and Coast guard agency and other rescue authorities a list of police authorities and fire and rescue services can be found respectively at the following: http://www.police.uk/forces.htm http://www.fireservice.co.uk/information/ukfrs.php, — Educational establishments i.e. schools maintained by local authorities; academies; city technology colleges; further education establishments, and universities, Registered social landlords (RSLs), a list of such authorities being available at: http://www.housingcorp.gov.uk/server/show/nav.489), — Registered charities, as detailed at http://www.charity-commission.gov.uk/ Devolved and other administrations within the British Isles, including those detailed at: (in the case of Scotland) http://scotland.gov.uk/Home and http://www.scottish.parliament.uk/ (in the case of Wales) http://new.wales.gov.uk/?llang=en,OJ/S S49 Community Interest Companies (‘C.I.C’), social enterprises and all other similar forms of organisations undertaking some or all of what were previously the service provider functions of PCTs and/or local authorities.
