Tender description
Liverpool City Centre does not enjoy ultra-fast broadband that would make it a stand out City for broadband speed — we have a desire to be the City with the fastest broadband supply in the Country, involving ‘world class connection speeds. This will assist in employment generation by attracting new companies and business to the City on the back of such broadband speed. It is understood that we are losing potential investments into Liverpool City as a consequence of our low broadband speed. The concessions will be granted for the LCC owned B-NET ducts to an independent third party broadband provider to deliver ultra-fast broadband to the City Centre and to generate an income stream through the rental costs for the ducts and a revenue share. Liverpool City Council (LCC) is seeking to engage with the market and providers of this type of service in other parts of the country to fully understand the options and appetite available for the future commercialisation of LCC owned B-NET ducts and to provide ultra-fast broadband network and Public Wi-Fi/wireless network The services will be divided into 2 Lots: Lot 1 — Utilising Capacity in LCC owned B-NET ducts; Lot 2 — Supply of Public WiFi connectivity It is anticipated that any contract awarded for the Ultra-fast Broadband would be granted/awarded as a concession. At this early stage it is anticipated that the length of contract will be from 10 years min, up to a maximum period of 25 years Subject to the market engagement which would be completed in June/July 2016, it is anticipated that any procurement process is likely to commence in early September 2016. A Contract Award is anticipated for December 2016 Any new arrangements for the delivery of the Ultra-fast Broadband and Public Wi-Fi connectivity is likely to begin at the end of 2016 / early 2017.
