Tender description

West of Scotland Housing association was founded in 1965 and currently has over 3 200 properties located within west central Scotland. West of Scotland Housing Association are seeking to enter into a contact with a suitably experienced contractor who can supply them with a service for all their heating appliances for 3 years from 2016 to 2019, with possible annual extensions (up to a maximum of 2 additional years) subject to satisfactory performance. Heating appliances and systems. All properties have full modern central heating systems (except where tenants have refused access to carry out replacement heating systems) and will be the subject of this contract. Domestic gas fired heating appliances. There are currently 2 998 properties with gas appliances. The contract will cover the annual servicing and the day to day reactive repairs to the gas appliances and the circulating system supported by the gas appliances, hot water production, the flues to the boilers, all gas pipe work within the property or from the gas meter. Reactive repairs to these installations will be covered in the form of an all-inclusive ‘3-star’ agreement. Thermaflow heating appliances. There are currently 79 Thermaflow appliances which provide heating and hot water to tenants. The contract will cover the day to day repairs to the Thermaflows and the heating system supported and hot water production. Reactive repairs to these installations will be covered on a time and material Daywork basis as instructed by the Client. Air sourced heat pumps There are currently 22 domestic air sourced heat pumps and one commercial air sourced heat pump which provide heating and hot water to tenants and West of Scotland Housing Association's office. The contract will cover the day to day repairs to the heat pumps, the circulating system supported and hot water production. Reactive repairs to these installations will be covered on a time and material Daywork basis as instructed by the Client. Commercial gas fired heating appliances There are currently various commercial installations which provide heating and hot water to 15nr developments including West of Scotland Housing Association's offices and various sites. The contract will cover the six-monthly servicing and the day to day reactive repairs to the commercial appliances, the pipe work and heating systems supported by the gas appliances, hot water production, tanks, controls/pumps, flues Heat Interface Units, heat meters and all gas pipe work. Reactive repairs to these installations will be covered EITHER in the form of an all-inclusive ‘3-star’ agreement or on an ad hoc time and material basis for each repair ordered. Tenderers will be required to submit prices for both options. The preferred option will be determined by the client prior to contract commencement. Commercial bio-mass heating appliances. There is currently 1 biomass installation which provides heating and hot water to a sheltered housing complex. The contract will cover the quarterly and six-monthly servicing and the day to day reactive repairs to the bio mass appliance, the pipe work and systems supported by the bio mass appliance, hot water production, tanks, controls/pumps, Heat Interface Units, heat meters and flues. Reactive repairs to this installation will be covered on a time and material Daywork basis as instructed by the Client. Off peak storage and electric panel heaters There are a small number of properties (60) with electric storage heating, panel heaters and stored water heated off peak. The contract will cover the day to day reactive repair and replacement where necessary of the heaters and stored water cylinders. Reactive repairs to this installation will be covered on a time and material Daywork basis as instructed by the Client. Air handling units. There are 212 air handling units which require to be serviced annually as per the manufacturer's written instructions, the filter is be carefully removed and vacuumed clean before reinserting into the unit. Day to day reactive repairs of the Air Handling Units will also form part of the contract, which qualify as right to repair and on a 7 day turnaround. Reactive repairs to these installations will be covered on a time and material Daywork basis as instructed by the Client. 102nr of the air handling units are located within the Commonwealth Games Village development and will not be incorporated into the contract until April 2017 upon expiry of a current defect liability period.
