Tender description

Contact wishes to procure the services of a project management led design team to progress its 6 590 000 GBP capital project from its current RIBA Stage 3 (achieved) to project completion. The project includes major refurbishment and an element of new build which accounts for 3 740 000 GBP of the total budget. The contract which is the subject of procurement is to appoint a project management led design team via a single service provider who will provide all the design disciplines itself or through the use of sub-contractors. The team should include: Project Management, Architecture, Principal Designer, Cost Consultancy, Contract Administration, Construction Design Management, Mechanical, Electrical and Environmental Engineering, Acoustic Engineering, Structural Engineering, Soft Landing, Fire Engineering and Theatre Consultancy. It is the intention of Contact to enter into a single contract with the entire project management led team as opposed to a suite of contracts with different consultants. The Contracting Authority is using the Restricted Procedure and is procuring via a single lot. Contact is the national contemporary arts organisation that places young people's decision making and leadership at the heart of everything. Young people aged 13+ work alongside our staff in deciding the programme, making staff appointments and sit in the board. A dynamic charity based in Manchester, we work locally, nationally, and internationally to provide life changing opportunities for the next generation of creative leaders, artists, and audiences. Contact is located in the heart of Manchester's Oxford Road Corridor between Manchester Museum and the Whitworth. Contact's highly distinctive existing structure, designed by Alan Short and Associates and completed in 1999 was an amalgamation of new build with the original 1960's University Theatre and is naturally ventilated. In July 2014, Contact secured the ‘Stage One’ development grant from Arts Council England which enabled us to carry out detailed design work, prior to submitting a ‘Stage Two’ application in December 2015 for a 6 590 000 GBP scheme. Planning permission was secured in January 2016. The project has been developed so far with input from a wide variety of people from within and outside Contact. In particular it has benefited from the active engagement of young people from the very first consultation stages including the establishment of the Con:Struct and Contact Young Advocates groups formed specifically to represent their views and needs and assist with the capital process and partnership fundraising. As ideas and funding bids have been developed for this project they have also been actively involved in advocating for the project's support. The design aims as set out are all to be developed within Contact's project vision, and are all intended to meet their four interlinked project criteria: — Increasing Opportunities for Young People, — Strengthening Economic Sustainability — Strengthening Environmental Sustainability — Improving Accessibility The current re-design includes the significant remodelling of the existing accommodation as well as creating 300m2 of additional space. Areas redeveloped will include the entrance, box office, café and bar to provide a much-improved visitor experience and fully accessible circulation to all public areas and performance spaces. The design provides additional performance and conference facilities, new office accommodation and significant opportunities for increased community and hires activity. New facilities are also included for the expansion of Contact's young peoples' talent and leadership programmes. The current proposals are designed to sit respectfully alongside the distinctive 1990s building whilst providing an eye-catching addition to the south-facing elevation; this will make the building and the activities that take place inside it much more visible from Oxford Road. The new three-storey extension adopts a pitched roof form with individual elements of the new accommodation carefully articulated. his appointment is subject to a positive decision from the Arts Council on Contact's Stage 2 bid (decision is expected within the next 7 days) and the contract will be subject to terms and conditions set by the Arts Council and in accordance with their guidelines for Round 3 large capital grants.
