The Thames Tunnel Tideway Project (the Project) has a transformational vision for health and safety to dramatically improve health and safety within the construction and tunnelling sectors. Keeping people safe is a responsibility that the Project takes very seriously. This applies for project staff, contractors and all those who come in contact with what the Project delivers. The Project is passionate about health and safety. Everyone has a part to play and that includes everyone who works for or on behalf of the Project. Consistent with the Project's transformational health and safety vision, Tideway require all relevant personnel involved in the project to participate in an immersive and interactive ‘Day 1’ induction programme. The contracting entity is therefore looking for a supplier (the Provider) to deliver this programme on their behalf to all relevant personnel engaged on the main works and any other personnel as may be required by the Employer (the Services) from April 2016. The contracting entity's existing provider will continue to provide the induction programme until such time as the new Contract is in place. Note that the intellectual property rights in the induction programme content, and associated equipment and multimedia, are owned by the contracting entity (or its group entities). This includes various theatrical acts to be delivered by the Provider, a number of installed scenes or rooms (with appropriate props) where those acts are portrayed, and a series of interlaced interactive learning sessions with the inductees. The content of the Services will include, but not limited to: — Delivery of the Project Induction in accordance with the Authority's induction plan — the Project Induction should be applicable to the works being conducted on-site for the initial works commencing July 2016, generally on a 4 or 5 day week. The requirement is expected to peak at 5 sessions per week from mid 2016 until 2020, when the number of weekly sessions will gradually reduce. All subject to the Authority's induction plan. — Provision of administration of on-boarding, reporting, arranging breakfasts and lunches, laundry and general administrative duties. — Provision of suitably qualified, experienced and skilled resources necessary to adequately provide the Services, such as (but not limited to) facilitators, actors, trainers and management resources. — It is envisaged that the Provider will initially be required to deliver the current Project Induction content, however the contracting entity may require the content to be updated during the course of the project. The current scope considers basic construction works preparing for the tunnelling work to begin — General Construction. As the project progresses the scope may require the introduction of new scenarios such as tunnelling and marine work which will be incorporated at appropriate times. The initial Project Induction is planned to be 1 day in length in a format of focussed sessions to ensure that all the project participants are engaged throughout and that the project vision and values are clearly communicated. The maximum group size per session is not expected to exceed 40. It is currently anticipated that induction sessions will be required 4 to 5 days per weeks over the duration of the contract. At its peak the delivery of administration and the Project Induction will be required on a 5 days per week basis which may remain until 2020 when the number of weekly sessions will gradually reduce. It is currently anticipated that the contracting entity will require the induction programme to be delivered until approximately 2022. This procurement is for a contract with an initial term of 3 years, with an option to extend (at the contracting entity's sole discretion) for any potential further periods up to a maximum of an additional 5 years, making a total possible maximum aggregate term of 8 years. To ensure that the induction programme supports the Project's transformational health and safety approach, a unique and dedicated induction space has been created at Camelford House, 87-90 Albert Embankment, London, SE1 7TP, with lighting, sound, audio-visual and other supporting presentation systems to accommodate the provision of the Day 1 induction services by the Provider. This is known as The Employer's Project Induction Centre (EPIC). Interested parties need to register on Tideway's e-sourcing portal (The Portal) and will be able to download a pre-qualification pack (‘PQP’) including the form of pre-qualification questionnaire (‘PQQ’) to be completed and returned to express interest. The registration process is set out in Section III.2) of this contract notice. The PQP contains further details regarding the contracting entity, Tideway and further detail on the Contract and the timeline and phases of the procurement including information regarding the pre-qualification stage. Whilst it is intended that the procurement will be run in accordance with the timeline and process described in the PQP, this contract notice and the procurement documents, the contracting entity reserves the right to amend or cancel and or all of the procurement at any time.
