Tender description

The Council wishes to proceed with the regeneration of the Vaughan Road car park as a Private Rental Scheme. The Council has conducted an early stage feasibility study that has identified the potential for a 28 unit £5.1m scheme on the site. This is subject to further testing and the scheme may be revised in the early stages of project design. There is a possibility that a larger scheme can be accommodated on the site. The objectives of the project are - To support local regeneration and benefits to the local community addressing a redundant site and building including environmental improvements and high quality architecture and public realm - To deliver a minimum of 28 unit Private Rental Scheme (PRS) and investigate the potential of other complementary uses on the existing Vaughan Road site by Autumn 2018 - To establish appropriate and efficient project management governance and procedures that can be applied to project delivery on future PRS developments - To deliver a housing product of sufficient quality to positively influence the local PRS market - To deliver a housing product that provides a return on investment to be agreed at Cabinet - To deliver a well designed housing product with low running costs 1.2 The Council wishes to procure a design team to work alongside the Council’s project manager to take the scheme through to Developed/ Technical Design RIBA stage 3/4 and achieve full planning permission for the development of the site. The scope of the procurement shall cover the following services for the Royal Institute of British Architects stages of work 1(Preparation and Brief) to 3/4(Developed Design/ Technical Design). Please note that a Quantity Surveyor will be procured separately: - architectural, landscape - structural engineering, - mechanical and electrical engineering - planning consultancy - air quality & noise consultancy - traffic consultancy - and potentially other more minor specialist consultancy Keywords: Planning , Design , Architecture
