Tender description

As part of winter resilience plans, West Sussex County Council and are inviting expressions of interest for the provision of domiciliary care services to increase capacity within the Care and Support at Home market on an temporary basis until 31st March 2016. The new Care and Support at Home Framework is working towards a position of increased sustainability and assurance of supply. In addition to this, we anticipate additional demand for services over winter, and whilst West Sussex Adult Services are continuing to work with the market to support additional winter pressures by providing packages of care, which allow discharge from hospital, and/or prevent the increased number of admissions seen at this time of year there is still expected to be a deficit in capacity. This deficit is likely to create waiting lists, delay discharges and increase the time taken to put packages in place. The Commissioners therefore wish to build on the current model of care and support at home provision that exists within West Sussex to ensure additional capacity to meet the increased demand. The Commissioners want to ensure that, whenever possible, adults receive health and social care in their own home in a way that is personalised, with a strong focus on individual wellbeing, choice and control and agree goals for their care and support which maximises independent living. Additional service capacity is needed to support discharges from hospital, prevent admissions to hospital and provide capacity within the community during the mobilisation of the new framework. Therefore, the Council is considering options to provide this contingency for the winter period, both within the framework or from the wider market. The requirement to provide value for money, transparency and maintain sustainability needs to be balanced with the Councils duty of care. We are seeking offers from bidders who can offer rapid mobilisation of services and innovative and creative solutions to support more patients at home. The geographical areas and populations covered by West Sussex County Council are divided in three main areas as follows: i. Western Coastal– (Coastal West Sussex Clinical Commissioning Group); ii. Southern Coastal - (Coastal West Sussex Clinical Commissioning Group); iii. North West Sussex - (Horsham and Mid Sussex Clinical Commissioning Group and Crawley Clinical Commissioning Group) We are seeking to secure the following total number of hours within specific geographic areas. The minimum hours per week we will consider from any one provider is 30. • Mid Sussex CCG area – 100 hours per week • Western Coastal CCG area – 40 hours (Urban) and 40 hours (Rural) per week. We are open to receiving proposals from a wide range of organisations.
