Tender description

The Railway Procurement Agency was mandated by the Minister for Transport to introduce an Integrated Ticketing Scheme (ITS) in the Greater Dublin Area. Responsibility for this now resides with the National Transport Authority. The selected ticketing media for this project is smart cards – branded “Leap”. Accordingly Iarnród Éireann and its sister transport operators are required to modify their customer facing ticketing equipment or automatic fare collection systems (AFC) to interact with this new smart card and modify their back office systems to facilitate this. Several systems in Irish Rail have either been created or modified to support Leap and its predecessor, the Irish Rail interim smart card. The most significant change has been the introduction of the Revenue Settlement System and the TaxSaver systems. Irish Rail is seeking applications from suitably qualified companies to conclude the development of its ITS, as well as to provide support and maintenance of this system. The successful applicant will be appointed to a Framework Agreement for 4 years. The effort required will involve the following elements: (A) Development & Advisory Services. Two roles are required from time to time, as follows: i. IT Specialist (Smart Cards) to support all aspects of the on-going implementation, integration and expansion of the Leap scheme across the different sales channels and routes within Irish Rail; ii. Lead Software Designer/Developer to plan, design and develop modifications and extensions to the existing Revenue Settlement and TaxSaver systems in Irish Rail. (B) Maintenance. On-going support of the underlying code and processes is required. Specifically, support of the work generated out of this proposed Contract (A above) together with the existing Revenue Settlement and TaxSaver systems is included within the scope of this project.
