Review of DCC's Housing Attendant Services & Caretakers Service to Traveller Accommodation Sites

One of the core services of Dublin City Council is the provision and management of social housing. The Council currently manages and maintains 25,000 housing units, approximately 12,500 of which are in apartment/flat schemes. The evolution of national housing policy over recent years is changing the nature of how social housing is delivered and managed. For example, the increased focus on the role of Approved Housing Bodies in the provision of social housing has led to the introduction of new models for housing management and maintenance. The City Council must have regard to these changes. The City Council’s Housing Attendants service employs 150 staff and provides a range of cleaning and other services to a total of 195 different City Council flat complexes and senior citizen schemes comprising almost 12,500 housing units. In addition, there are 10 staff employed servicing traveller accommodation sites. Total City Council expenditure on the Housing Attendants service in 2014 was 6.8m, while expenditure on the caretaker service on traveller accommodation sites was just under €0.5m. The City Council wishes to commission a comprehensive review of both services. No Valid tender was received so proceeded to negotiated procedure. ACACIA Facilities Management has been awarded this contract on 22/10/2015
