Tender description
The Safer Merton Partnership on behalf of The London Borough of Merton is re-commissioning the current Maintenance and Small Works Contract for Public Departmental, Space Surveillance (PSS) and the Traffic Enforcement Closed Circuit Television (CCTV) camera systems. The aim of this tender is to improve the current standards and levels of maintenance, and small works relating to the overall Public Space and Traffic Enforcement Cameras and infrastructure across the Borough in order to ensure Merton Borough has a “cost effective” Closed Circuit Television System that is modern, flexible and which can demonstrate effectiveness in service delivery and specified outcomes. The council also wishes to purchase and install a number of Automatic Number Plate Recognition (ANPR) cameras around the borough linked to a Back Office Facility (BOF) and linked to a data transmission system. Additionally, some of the ageing and obsolete equipment in the control room is to be replaced as part of this tender; this includes the digital recording for the PSS cameras and the introduction of an integrated Graphic User Interface (GUI). The partnership would like to invite suitably qualified and experienced providers to express an interest provision of this work. The contract will relate to the maintenance of all Departmental, PSS and, Traffic Enforcement cameras, the control room equipment and associated infrastructure located in the control and equipment rooms within Merton Civic Centre. The combined total number of cameras (Departmental, PSS, ANPR and Traffic Enforcement) will not exceed 350 in number. However this may be subject to some variations throughout the duration of this contract. The contract will also include some small works such as camera replacement/ upgrading and re location along with installation of technical equipment within the control room and elsewhere as required. The specification will consist of; • The provision of new: o ANPR traffic enforcement cameras with a suitable BOF o Digital recording for PSS cameras o Integrated GUI’s to provide command and control of the system Additionally, maintenance of the CCTV systems will include: - • The provision of routine “call out” and maintenance of the overall CCTV systems as described within the specification • Emergency maintenance and repair of key elements of the systems as identified, prioritised and required by the Council • Provision of small works supplementary but related to the provision of the overall CCTV systems within the Borough. The maintenance contract will be for an initial period of 3 years commencing in April 2015 with an extension option of a further 2 years, in 12-month periods, at the sole discretion of the council. The total contract value of the maintenance contract is estimated to be between £50,000 and £150,000 per annum but no guarantee of this value is given or should be implied. The total contract value of the provision of the new ANPR, recording and GUI’s contract is estimated to be between £1,000,000 and £2,000,000 but no guarantee of this value is given or should be implied. Interested organisations should note that Transfer of Undertakings Protection of Employment (TUPE) may apply. Organisations are therefore advised to seek their own legal advice in this matter.
