Tender description

South Cambridgeshire District Council (SCDC)is seeking to appoint a contractor to support the Consultancy Team in delivering its services on the Historic Environment. The consultant will report to SCDC’s Team Leader of the Consultancy Unit (Trovine Monteiro). The contract is for a fixed term of one year starting from the 26th Oct 2015, limited to a maximum of 18.5hrs a week with a review after six months. The Consultant will be a qualified post graduate in Conservation, significant experience and IHBC registered (or equivalent) contractor. The consultant will be expected to deliver the following projects: 1) Assist on Planning Appeals i.e. written representation, informal hearing and public enquires acting as the council’s expert witness on Conservation and listed Buildings: Current projects include Land off Shepreth Road, Foxton. 2) Assisting the Consultancy team (liaising with the policy team) in developing and delivering the Team’s service offer to Local communities with regard to neighbourhood planning including an understanding of its implications in informing any Conservation Area Appraisal. 3) Prepare, organise and provide refresher training to planning officers in relation to historic and built heritage conservation in particular in helping planning officers independently assess applications consisting of buildings in Conservation Areas or those affecting the setting of heritage assets. 3) Scoping and delivering a project that seeks to update the Council’s heritage at risk register. 4) To enable the transfer of the GII Listed Landbeach Tithebarn to the Tithebarn Trust following a partnership agreement to fund and manage the repairs programme and carrying out/support the urgent repairs required. 5) As a consultee, provide specialist, balanced advice on pre-applications/applications in relation to historic and built heritage conservation liaising with Historic England where required in a timely manner, in order to assist in assessing and determining an application as part of the planning process. 6) To support planning policy in the preparation and examination of the local plan when required.  To download a copy of the Invitation To Tender please see the advertisement on sourcecambridgeshire: http://www.sourcecambridgeshire.co.uk/contracts/show/id/13098
