Provision of Consultancy Support for Secure Escort Services for Children and Young people - MOJ

Tender description

The Priority Programmes Team are part of the Commercial and Contract Management Directorate (CCMD), who are on behalf of its stakeholders currently undertaking the re tendering of Secure Escort Services for Children and Young People Contract. The Secure Escort Services for Children Contract is a relatively small contract by value compared to other large value MoJ Contracts but it is critical to the delivery of Youth Justice Services. The current contract for Secure Escort Services for Children and Young People (SESCYP) expires in August 2016. Procurement processes are required to be undertaken to ensure that the MoJ has legally compliant routes to market and a robust contract in place that deliver best value. Performance issues experienced in the current SESCYP contract and an objective to improve the current contract are the drivers. With a new approach to the procurement, expert financial advice is required to assist in the review of existing financial model, development of the financial model, analysing the price threshold, reviewing the performance management mechanism with the aim of including Service credits and final payment mechanisms. The Contractor is required to provide expert academic advice to guide the department on the appropriate financial and Performance management contract documents to use within this competition to deliver the following: • Development of Financial Robustness Tests for PQQ • Development of Performance management regime that incorporates service credits and • Developing robust payment mechanism process to ensure the contract is financially and commercially robust and delivers best value for money.
