Tender description

The Council wishes to procure a Joint Venture Partner (JVP) with which to enter into a corporate joint venture arrangement (JVA). The purpose of the JVA, which will have an intended duration of 30 years, is to seek commercial benefit to the joint venture partners by delivering heat networks in Cheshire East. The JVP will be asked, as part of its proposals, to outline its approach to: maximising the use of renewable resources particularly geothermal energy in line with the Council's vision for energy to address fuel poverty and increase energy independence bringing the greatest commercial benefit to the joint venture; and delivering an initial project based on exploitation of the geothermal resources found in the area. The council seeks a JVP for a period of 30 years to bring forward proposals for projects which will deliver district heating networks using renewable sources (including geothermal). The total quantity or scope of delivery will be determined through the adoption and execution of a Business Plan and individual projects pursuant to it. Any works which arise as a result of JVA activity are anticipated to range from £1 million to £100 million but no volume or quantity will be guaranteed. The values given in this notice are estimations only and the Council gives no guarantee or warranty or makes any representation as to the accuracy of any indicative volumes or as to the projects (if any) that will be pursued under the JVA.
