Employee Services Framework Agreement.

Tender description

Crown Commercial Service (CCS), as the Authority, intends to put in place a pan government Framework Agreement for the administration and provision of employee benefits for use by Central Government and UK public sector authorities identified at VI.3 (and any future successors to these organisations). The aim is to appoint a single managed service provider, to provide Employee Benefits across Central Government and UK public sector authorities on a ‘one stop shop fully managed service' basis. CCS will appoint a single managed service provider to work in partnership with Contracting Authorities to deliver the entire range of employee benefits required across central government departments and UK public sector authorities which will include the following core services: — Employee Discount Scheme — facilitating employee access to a diverse range of preferential offers, discounts and cash backs either on-line, in-store or by telephone from an extensive range of retailers and service providers. — Reward and Recognition Voucher Scheme — employee rewards solutions to include vouchers and gift cards, staff incentives, long service awards and celebrations. — Childcare Voucher Scheme — administration of the Employer Supported and Child Care Scheme. — Cycle to Work Scheme — implementing a tax exempt loan scheme for employees’ cycles and cyclists' safety equipment. — Payroll Giving Scheme — administration of a tax efficient scheme which allows employees to give money to the UK registered charity of their choice by having a deduction taken straight from their gross pay and built in flexibility for additional services as required. For the Central Government Contracting Authorities a branded platform will be created with a customised departmental front end to host the services, the platform will be available to all the Contracting Authorities users, and will have secure single sign on functionality, so as to enable users to sign in to their benefits using a single user name and password. Contracting Authorities will not be required to take the full suite of services, instead selecting those services which suit their own business requirements and reward strategy.
