Tender description

Notice summary: DECC is looking for a contractor or contractors to undertake two separate pieces of research on the cost of compliance with the EU Emissions Trading System (EU ETS) for UK installations and the administrative costs of the CRC Energy Efficiency Scheme (CRC). Description: This work is intended to identify the types and amounts of administrative costs associated with participating in the ETS and CRC and identify areas where compliance requirements might be simplified with the aim of reducing administrative costs, without damaging the environmental integrity of both schemes. In addition, work specified here forms part of a wider work programme. The project will refer to the evidence from a recently completed evaluation of the CRC in 2015 and the results will feed directly into the planned review of the CRC in 2016. For the EU ETS, the work will provide an evidence base to consider ways in which the system could be simplified, with negotiations on reform of the EU ETS for Phase IV (2021-2030) of the system set to begin across the EU in the autumn. In proposing a suitable methodology, the contractor must address the research questions and/or objectives outlined in section 3 of the Invitation to Tender. The research is expected to comprise two separate and distinct pieces of research with the organisations and operators involved in each policy. Contractors may suggest a variation to this; alongside a rationale for how this will better answer the research questions. Research findings should be presented in a final report, delivered by the end of October 2015 for the ETS research and by the end of December 2015 for the CRC research. DECC may also requires a presentation of findings
