Tender description

Islington Council invites suitable expressions of interest from suppliers for renovation/adaptation works at Finsbury Library. <b>Background </b> The Area Housing Office in Old Street is being relocated to Finsbury Library. A single main contractor will be expected to programme and carry out all the work and, in addition, co-ordinate the work of any relevant subcontractor. <b>The requirement </b> The contract will comprise of refurbishing, in-part, an existing building (Finsbury Library) over three floors including a basement to accommodate the move of the Area Housing Office its staff and its associated functions. Work will also be carried out to the basement of the library to install a new series of storage facilities. The library will remain in use throughout the contract. To be considered for the renovation works at Finsbury Library any organisation would need an established track record of providing similar scale work that has been completed within similarly tight deadlines. The winning contractor will be the principle contractor and required to work with the client's appointed contractors for fire, security, cabling and office furniture. <b>Lots</b> This contract is not being divided into lots. However, the contract will be split into two phases. Phase 1, the Area Housing Office move including the public interface works and works to the basement to allow the office refurbishment to take place; Phase 2, the library works and basement archive works. <b>TUPE [Transfer of Undertakings (Protection of Employment) Regulations]</b> Potential providers must be aware that TUPE may or may not apply to this service. Further details will be available in the invitation to tender. <b>Contract Period</b> <b> </b> The contract period will be for three (3) months from an estimated start date 14 September 2015. Phase 1 to be complete by 16 October 2015. <b>Contract Value </b> <b> </b> The estimated total value of this contract is £989,974 over the maximum three (3) months term of the contract. <b> </b> <b> </b> <b>Award criteria </b> <b> </b> The contract will be awarded to the Most Economically Advantageous Tender (MEAT) in accordance with the Public Contracts Regulations. MEAT for this contract is cost 70% and quality 30%. <b> </b>Tender submissions will be subject to minimum quality thresholds.
