Cornwall Council are procuring the in-scope services below which are to be delivered to the population of Cornwall and the Isles of Scilly: • Health Visiting • School Nursing • Specialist Speech and language (Cornwall only) and • Family Nurse Partnership (Cornwall only) The services are to be delivered as part of a comprehensive 0-19 years seamless service for children. The Contractor of the Children’s community health and wellbeing services will understand the health needs of the 0-19 years population. Through a process of assessment, planning and support, the Contractor will improve the health and wellbeing outcomes for all children thereby helping them to achieve their potential. This will be achieved through a universal and targeted approach where those with the greatest need are identified and supported through an integrated offer. The Contractor will be accountable for ensuring that outcomes improve for all children and that inequalities in health are reduced. The Contractor will deliver a highly visible and accessible service that takes advantage of developments in the digital world. The services will play a vital part in ensuring every child, whatever their start in life, is enabled to achieve their optimum health and wellbeing and secure a successful and healthy transition to adulthood. NHS Kernow (NHSK) are currently procuring Specialist and Targeted Children and Young People’s Community Health Services for children and young people. Although there are separate procurement processes, Cornwall Council, CIOS, NHSE and NHSK will be looking for close alignment between the contracts, for example joint pathways. The Contractor will work across children’s health and wellbeing services in an integrated way to improve outcomes for children. The Contractor will work in close partnership with other children’s services contractors in Cornwall and the Isles of Scilly including the NHS, the Local Authorities and the voluntary community sector.
