RFT for Per cent for art Adviser Services

Tender description

2.1 The Arts Council wishes to appoint a Per cent for art Adviser who will meet the needs of the organisation both from a quality and service delivery perspective. The advice and services sought will address the following: i. Strategic policy and development. This will require up to 50 days work p.a. and will include: a. Administrative context - the adviser will provide advice and insight on the environment of government departments and local authorities and the public administrative context generally within which the per cent for art scheme operates. b. Policy development - the adviser will provide advice to the Arts Council and to others on its behalf that will support the development of policy which is focussed on maximising the potential of the per cent for art scheme. c. Research - the adviser will undertake research and analysis relating to the administration and implementation of per cent for art. d. Strategic implementation - the adviser will provide advice and take agreed actions that will best give effect to the aims and objectives of the Arts Council in this area, and to inform, monitor and otherwise support as required. e. Liaison - with key individuals and organisations including government departments and local authorities. f. Partnership building and development - at regional, national level. g. Provision of expert advice and/or other support materials as required, (e.g. in response to requests from other public bodies). h. Attend meetings of or on behalf of the Arts Council, for the purpose of providing advice and information. ii. Sectoral support - This is estimated as requiring up to 10 days work p.a. Through the Arts Council the adviser will also act as a resource to support and advise more established public sector commissioners including Local Authority commissioners on matters relating to or issues arising from the per cent for art scheme.
