Multi-Criteria Assessment

Tender description

The purpose of this tender is to procure the services of an experienced and expert advisor to provide a review of a multi-criteria assessment process for development projects and provide recommendation based on an international best practice review. The advisor will be required to provide recommendations advising in particular on: i. Multi-criteria assessment for development projects, considering all relevant factors influencing the investment decision; ii. Ensuring that the following factors are considered in the recommendation:  Consistency;  Transparency: (i) Documentation of the decision making process (a record) (ii) The capability to explain the decisions and their rationale at every level of the project (iii) The ability to provide assurances to stakeholders regarding the robustness and transparency of decisions made throughout the project delivery process (iv) The transparency of the assumptions and data upon which decision was made – making transparent the risks inherent in any decision  Auditability of the decision-making process, providing appropriate records of decisions for each project.
