Tender for Strategy Development and Facilitation for Health & Safety Authority

Tender description

The aim of this tender is to obtain external expertise to assist with the development of the Authority’s strategy for the three year period 2016-2018. The duration of this project is approximately 4-6 months, with a deadline of a having a draft strategy ready for 22nd April 2015. Section 43 of the Safety, Health and Welfare at Work Act, 2005 requires that the Authority shall prepare and submit to the Minister, for his or her approval, a strategy statement for the following three year period. The current strategy will be complete in 2015 and a new strategy is therefore required to commence in 2016. This will be the Authority’s fourth strategy. Please refer to background information listed in Appendix F- Relevant References. Section 43 of the Act stipulates that the statement shall: (a) specify the key objectives, outputs and related strategies (including the resources) of the Authority (b) have regard to the need for the most beneficial , effective and efficient use of the Authority’s resources (c) include a review of the outcomes and effectiveness of the preceding strategy (d) specify the manner in which the Authority proposes to assess its performance in respect of the objectives, taking account of relevant performance indicators (financial and non-financial) The Authority is now seeking specific expertise to facilitate the stages of defining the strategy and developing appropriate structure and content. The Authority believes that an external party with experience of supporting strategy development in comparable public or private organisations can add value to this process by introducing unbiased and innovative approaches to these critical stages of the process. Assistance will be required through the initial stages of strategy development and internal consultation up to the point of producing a draft strategy which will be published for public consultation.
