Tender for the Development of a Building Control Management System to Specification and Related Services

Tender description

Following the introduction of the Building Control Regulations under (S.I. No. 80 of 2013),by the Minister for the Environment, Community and Local Government, Phil Hogan, a new mechanism of building inspections, compliance & certifications will come into effect on the 1st March 2014. The regulations will require the appointment of an ‘Assigned Certifier’ by a building owner. The assigned certifier will be a member of Institute of Engineers or Institute of Chartered Surveyors. Effectively the Building Control Regulations will require a person who intends to carry out any works, or make material change in the use of a building, which requires Planning Permission, or who intends carrying out any other works that require a Fire Safety Certificate to give written notice to the Building Control Authority by way of a Commencement Notice. In addition, the regulations provide for a public register for new buildings available online, a mechanism for the online submission of Commencement & Seven day notices, certification applications, drawings, supporting documentation and calculations. This document requests interested parties to tender for the development of a software solution for the administration of stakeholders, building projects details, workflows and documentation management processes outlined for inclusion in a Building Control Management system. It is envisaged that the resulting solution, will be adopted nationally by every Building Control Authority(BCA). It is intended that the final solution would form a shared service to each authority through a central Building Control information processing system. This request for tender is being conducted by the Local Government Management Agency (LGMA), on behalf of Fingal County Council and the local government sector in general. Fingal County Council are leading the design and implementation of the resulting Building Control Management System (BCMS).
