Provision of Compliance Support Services related to Public Service Vehicles

Tender description

Under the provisions of the Taxi Regulation Act 2003, as amended by the Public Transport Regulation Act 2009, the Authority has responsibility for “the development and maintenance of a regulatory framework for the control and operation of small public service vehicles and their drivers”. The Authority is also responsible, under the provisions of the Public Transport Regulation Act 2009, for the licensing of public bus passenger services, as defined in that Act. Additionally the Authority has been appointed as the appeals body for certain passenger rights. In carrying out its functions in relation to small public service vehicles, the Authority has a Compliance Section, comprising of a small number of Compliance Officers plus administrative and managerial support. To augment the resources of the existing Compliance Section, the Authority proposes to engage a service provider to provide persons to carry out compliance and enforcement functions (“Enforcement Officers”) as required by the Authority and a person or persons (“Enforcement Administrative Support Assistant”) to support the Authority’s administration of the compliance function. For the purposes of this tender competition, Tenderers may assume that an initial team of five Enforcement Officers will be appointed. That initial team together with any managerial and administrative support considered necessary by the Tenderer shall constitute the “Core Team”. Additional Enforcement Officers may be added to the Core Team at the request, and sole discretion, of the Authority.
