Pan London Substance Use Programme - London Inpatient Detoxification and Stabilisation (IPD)

Tender description

The City of London Corporation on behalf of the pan London Substance Use Programme and the 33 London boroughs wishes to commission an inpatient detoxification and stabilisation service for people who sleep rough or at risk of sleeping rough in London and London residents with co/tri-morbid conditions and/or experiencing multiple disadvantage. As a pan London Service, delivery within the capital is preferred and additional local borough reserve has been added to the central government grant (within contract price) to incentivise delivery in London. However, we are keen to attract providers who can deliver high quality, easily accessible services. We are open to all tenders where the challenge of accessibility has been addressed. The service will make critical contribution to the wider strategic intention to reduce harm linked to substance use, homelessness in the capital and drug and alcohol related offending. The Service will deliver: • Priority: Specialist inpatient medically assisted withdrawal beds. • With flexibility to deliver: Residential medically assisted withdrawal beds. Vision: • Build a sustainable Inpatient detoxification treatment pathway to meet the needs of Londoners to improve outcomes/reduce health inequalities and premature deaths. • Provide equitable access for all London boroughs. • Be person-centred, trauma-informed quality assured, clinically governed, evidenced-based and outcome-focused. • Promote choice, dignity, control and independence. • Focus on supporting recovery capital at the earliest opportunity and ambition of recovery for all service users. • Work with the City of London Corporation, London boroughs, Association of Directors of Public Health (ADPH) London and Office for Health Improvement and Disparities (OHID) national and London, to support understanding of organisational and strategic barriers outside of their control and London wide developments.
