Please find attached documentation for a quick quote competition to provide a Review of the Impact of Rising Construction Costs on Brownfield Regeneration and Manx Development Corporation and Government's Existing and Future Strategy to The Isle of Man Government's Treasury Department.<br /><br />The Isle of Man Government’s Treasury Department is seeking to understand how rising construction costs are affecting the viability of brownfield regeneration across the Island. As part of this work, the review will assess the implications for the Manx Development Corporation (MDC) and for the Government’s current and future regeneration strategies. It will also examine the effectiveness of existing Government support mechanisms—including Department for Enterprise (DfE) schemes such as the Island Infrastructure Scheme (IIS)—and explore additional options to stimulate private or public private sector investment in brownfield development.<br /><br />The review will analyse the economic and financial impact of escalating construction costs and wider market conditions on brownfield regeneration. It will evaluate the MDC’s role, including its governance, objectives, strategic approach, and delivery performance, as well as its financial sustainability and long term viability. Alongside this, the work will include a detailed assessment of relevant DfE schemes, including IIS, and consider further mechanisms that could support private sector led development. A comparative review of approaches taken in other jurisdictions will also form part of the scope.<br /><br /><br />The attached documentation consists of:<br />- The Quick Quote Request Document<br /><br />The Quick Quote will remain available on the Portal for Expressions of Interest until noon (12.00 hrs) on Monday 23rd February 2026 and the deadline for submissions is noon (12.00 hrs) on Monday 2nd March 2026 and your response must be submitted through the portal by this deadline. <br /><br />Once you have selected `Express Interest` a `Quote Documents` tab will appear and this is where you will find the above mentioned documents.<br /><br />After the above deadline the Portal will `Lock-Out` and no further submissions can be made.<br /><br />If your organisation does not wish to submit a response to provide these services, please select `Opt-Out` and select a reason. You can also choose to stop receiving correspondence on this screen.<br /><br />Please note, unless otherwise advised, all Quick Quote Competitions will be subject to the Isle of Man Government Standard Terms & Conditions for Goods and/or Services, a copy of which can be found under the `Supplier Information & Privacy Policies` tab.<br />
