Tender description

Please find attached documentation for a quick quote competition to provide Impact Assessments for new Health and Safety Legislation to the Department of Environment, Food & Agriculture.<br /><br />The Department of Environment, Food & Agriculture (DEFA) proposes the introduction of 35 new or revised pieces of health and safety legislation to support the upcoming offshore projects. This legislation will also be applied to all onshore activities including, where applicable, to all businesses operating on the Isle of Man. This legislation is due to come into effect in October 2028. <br /><br />Before considering alternative options to regulate the proposed offshore work activities DEFA would like to understand the costs and other impacts of applying this new legislation specifically to Isle of Man to businesses and DEFA’s health and safety regulators. Results of this impact assessment will be reviewed alongside the results of the consultation process, currently underway.<br /><br />Therefore, this paper recommends the commissioning of two impact assessments, firstly to evaluate the implications for the regulatory teams, and secondly to wider society, including businesses and employers. Areas for review include employment security, workforce training costs, availability of occupational health services, workplace surveillance, knock-on costs to end users, including the Isle of Man Government and threats to job security and events such as the TT where rigid rules will be implemented. <br /><br />In order to perform their regulatory duties following the additional legislation being applied, the Department’s health and safety at work Inspectorate will need to focus its efforts on regulating an additional 35 pieces of legislation, therefore requiring a great deal of training and the probable procurement of skilled inspectors to regulate specialist industries.<br /><br />The attached documentation consists of:<br />- The Quick Quote Request Document<br />- List of Legislation<br /><br />The Quick Quote will remain available on the Portal for Expressions of Interest until noon (12.00 hrs) on 11th February 2026 and the deadline for submissions is noon (12.00 hrs) on 18th February 2026 and your response must be submitted through the portal by this deadline. <br /><br />Once you have selected `Express Interest` a `Quote Documents` tab will appear and this is where you will find the above mentioned documents.<br /><br />After the above deadline the Portal will `Lock-Out` and no further submissions can be made.<br /><br />If your organisation does not wish to submit a response to provide these services, please select `Opt-Out` and select a reason. You can also choose to stop receiving correspondence on this screen.<br /><br />Please note, unless otherwise advised, all Quick Quote Competitions will be subject to the Isle of Man Government Standard Terms & Conditions for Goods and/or Services, a copy of which can be found under the `Supplier Information & Privacy Policies` tab.<br />
