Tender description

The M401 and M402 (the M400 Contracts) will provide the civil engineering and infrastructure works for the MetroLink project, with each contract including the track alignment preparation, stations, and structures including bridges and tunnels. The scope of the M400 Contracts is expected to comprise of the following: 1. Southern Section M401 – Charlemont to Northwood: • Bored railway tunnels and tunnel portals, evacuation / intervention shafts and ventilation shafts. • Below ground station excavations at Charlemont, St Stephen’s Green, Tara Station, O’Connell, Mater, Glasnevin, Griffith Park, Collins Avenue, Ballymun, Northwood up to 35 m deep including shell and core structures. • Required ancillary civil and accommodation works 2. Northern Section M402 - Northwood to Estuary: • M50 viaduct, surface route (retained cut, cut and cover) and at-grade sections. • Broadmeadow river viaduct. • Estuary Station Park and Ride Facility (bulk earthworks and site preparation). • Preparation of the Dardistown Depot site and access road. • Bored tunnels and portals, evacuation / intervention shafts. • Stations excavations and associated logistics including Dardistown, Fosterstown, Swords Central, Seatown and Estuary. • It is currently anticipated that the construction of the underground MetroLink station at Dublin Airport will not be included in the M402 contract package and will be separately procured under the M120 Heavy Civils Enabling Works Framework. The Contracting Authority reserves the right at its discretion to include this work in the scope of the M402 contract. The procurement process for the M400 Contracts will be managed by TII, acting as the Contracting Authority, who will be the sole point of contact for applicants. The Competition will consist of two lots; Lot 1: M401 contract and Lot 2: M402 contract. Applicants may apply for one or both lots, but can only be awarded a contract from one lot. The Competition will comprise two main stages: a prequalification stage with shortlisting at the end and a tender stage. All organisations wishing to participate in this procurement should register at Metrolink e-Sourcing Portal https://metrolink.app.jaggaer.com/ Upon the completion of the registration, please navigate to PQQs/ITTs Open to All Suppliers tab on the Main Dashboard, locate “MetroLink, Dublin – Design and build civil infrastructure contract package for the M401 contract” and “MetroLink, Dublin – Design and build civil infrastructure contract package for the M402 contract", express an interest and submit a response. The prequalification stage will assess applicants separately for each lot (M401 and M402) based on defined selection criteria for each lot, such as financial stability, technical capability, and relevant experience. The prequalification stage will commence by the Contracting Authority publishing Pre-Qualification Questionnaires (PQQ). Provided that there is a sufficient number of applicants for each lot three applicants for each lot will be shortlisted. TII reserves the right at its absolute discretion to shortlist the fourth highest ranked applicant for one or both of the M400 Contracts. If less than three Applicants meet the minimum requirements for a lot, TII reserves the right to proceed with those Applicants to the second stage of the procurement for that lot. The tender stage may involve multiple stages and the Contracting Authority reserves the right to include negotiation with applicants. For each lot the tender stage will commence with the Contracting Authority issuing the Invitation to Negotiate (ITN) to each shortlisted applicant for that lot. Detailed information regarding the award process and award criteria for the M400 Contracts will be included in the ITN for each lot.
