This contract covers an evaluation of Homes England’s Financial Transactions (FTs), examining their impact on housebuilder growth and housing delivery. It will assess whether FT funding supports firm expansion, accelerates housing delivery, and contributes to overall housing supply. The study includes analysis of firm-level outcomes, development activity, and wider market effects, alongside consideration of additionality (e.g. deadweight and displacement).
