***PRE-MARKET ENGAGEMENT EXERCISE*** PLEASE NOTE: The Pre-Market Engagement Questionnaire can be accessed in the CFT Documents area. Fermanagh and Omagh District Council (FODC) is currently preparing to initiate a procurement process to establish a contract with a Supplier for a Fermanagh and Omagh Poverty Support Programme. The potential scale and scope of this service is such that it offers a significant opportunity to bidders. Prior to initiating the procurement FODC wishes to establish the level of market interest in participating in the procurement process. This will be completed through a Pre-Market Engagement (PME) exercise. Requirement will include but not limited to: • Seek out and target households impacted by, or at risk of, poverty; Over the course of the contract for 2026/27 • Carry out a full face to face initial assessment of need, for each household • Develop and agree a plan of personalised wraparound support for the client household, aimed at maximising income and reducing household costs • Make the necessary assisted hand-offs to other local services and support organisations • Carry out an energy efficiency assessment with each client household • Follow up to ensure the client gets the support they require and/or assistance to implement any relevant changes • Complete an exit interview with the client household to capture their lived experience of poverty and their evaluation of the support programme • The service provider will be required to meet with/report to Council officers, on a monthly basis **See questionnaire for further information **PLEASE NOTE: ALL COMPLETED QUESTIONNAIRES MUST BE SUBMITTED VIA THE eTendersNI PortaI.*** Respondees are not required to wait until the closing date to submit a response.
